Kaufman Dolowich’s Henry Norwood was quoted by Law360 Healthcare Authority in an article highlighting several bills that passed by California lawmakers this legislative session that if signed by Gov. Gavin Newsom could change the state’s healthcare landscape.
Mr. Norwood specifically weighed in on Senate Bill 41, which would regulate pharmacy benefit managers (PBM), the middle men between health plans, pharmacies and drug manufacturers. Specifically the bill would ban three PBM practices: spread pricing, patient steering toward PBM-owned pharmacies and exclusive dealing agreements.
In the article, Mr. Norwood states that the bill is “significant because it targets the primary abuses alleged against PBMs that have been focused on in the U.S. congressional hearings over the past two years,” adding that the statute would also provide clarity on the “good faith obligations of PBMs.”
